Yes, Brazil is referenced there too.
Things that struck me were the girlfriends apartment, which is a lot like Deckard's. And the street scenes - very BR. And they have blimps, but not advertising ones, probably for surveillance.
It's a pretty bad film though. The lead actor is awful. His only facial expression is a goofy grin, no matter what happens to him. I don't think English subtitles or dubbing would have added anything.
It was rather fun to watch an incomprehensible movie in an incomprehensible language!
